Status of Avenue H

Avenue H, Utah's Small Employer Marketplace, began in 2010. It is a online health insurance marketplace designed to help Utah's small businesses with 1 - 50 full-time equivalent employees.

Through 2017, Avenue H is open for business. Groups who join in 2017 will have plans and rates honored for their full 12 month contract.

In 2018, Avenue H "winds-down" operations:

  • Avenue H is not accepting new groups as of January 1, 2018
  • Exisiting groups may not renew with Avenue H in 2018
  • Avenue H will continue to support exisiting groups in 2018
  • FF-SHOP ( will be in place for January 1, 2018

Avenue H provides:

Convenience: One stop shop for Medical, Dental and Health Savings Accounts in one monthly invoice; all within a secure online system.

Employee Choice: Offer your employees quality health plans provided by local, private health insurance companies. All plans offered on Avenue H meet the requirements of essential health benefits.

Simplified: Employees can compare multiple health plan benefits, premiums and network side by side.

Controllable Cost: Decide how much you can afford to contribute using our flexible Defined Contribution approach.  There are no additional fees to participate; the plans and premiums are the same as buying direct from the insurer.

Open Year Round: You can register your business any time throughout the year.

Avenue H is not accepting applications for new or renewing groups in 2018. Coverage options may be available for small group coverage through or direct through carrier.

Invoicing and Payment

With Avenue H, you only have to worry about paying one combined invoice, rather than several. We pay the carriers on your behalf. 

You can elect to make payment via ACH, credit card or debit card. There are no additional fees when using ACH as the payment method. However, there is a 4.25% convenience fee when using a debit or credit card as the payment method. 

Monthly Invoice Process:

All premiums are due prior to the month of coverage. Employers are invoiced around the 21st of each month (shortly after open enrollment closes for new groups), payment is due on or about the 26th.


Beginning with July 2018's invoice, invoices will no longer be administered by Avenue H. Groups will be invoiced and payments will be collected directly from the carrier you selected. Payment methods available to you may change. Premiums are due based on upon your carrier's payment cycle, which may be different from Avenue H.

Ongoing Administration

Existing groups

Avenue H not only handles your initial enrollment but we also handle ongoing processes for New Hires, Qualified Life Events, Terminations and Annual Renewal. You’ll be able to do all of these functions online in the same system.
